The Center for Researches on Islamic Government    
A. Introduction
Although the victory of the Islamic revolution of Iran and establishment of the Islamic Republic made researchers pay more attention to
 the political and social ideas in Islam and their roles in the society, but the fast course of revolution prevented revolutionists from building a comprehensive Islamic government system. Also difficult conditions [in the country] during the first years after the revolution and then the imposed war prevented in-depth theoretical and practical researches in the field.    
However, after several years, the system faced jurisprudential and legal challenges which made new ideas to be produced and led to amendment of the constitution. However, the need for further research in the field of Islamic government is strongly felt. Defending the principles of the Islamic government such as guardianship of the jurisprudence (welayat faqih) and elaboration of fundamental issues of political thoughts of Islam such as justice and freedom still require research.      
Due to intellectual and scientific needs of the country and also frequent emphases of the Supreme Leader, the Assembly placed “the Secretariat of the Assembly” in charge of conducting research in the field of Islamic government at the meeting held on 17th February, 1993. According to the mentioned statute, The Center for Researches on Islamic Government was established in 1993 to elaborate, promote and develop political thoughts of Islam in the field of Islamic government. The domain of the center’s activities, regarding its structure and duties, includes activities both inside and outside the country, with the priority to the inside of the country.
B. Goals
1. Conducting research in the field of political thoughts of Islam and Islamic government
2. Conducting research and comparative studies in Islamic government studies
3. Providing expert consultation in studies related to Islamic government
4. Employing, teaching and training researchers in the field of political thoughts of Islam and Islamic government
 5. Running educational courses on political thoughts of Islam and Islamic government
6. Gathering and analyzing information for the studies on Islamic government
7. Disseminating political thoughts of Islam concerning the Islamic government inside and outside the country

C. Structure  
The center’s new goals and duties were assigned in July 2004 when the new head of the center was appointed. In the new structure, different parts of the center are as the following: supreme research council, director of research center, director’s office, office for planning, office for international affairs, office for cultural relations, journals section, research department, information department and office and finance department.
One of the important departments of the center is the research department which has two research groups: the Assembly of Experts group and the Islamic government studies group. These groups are supported by research services management and are making a comprehensive research plan. Domains and fields of each group are as follows:
Research domain of the Islamic government studies group includes: political fiqh, political theology, political philosophy, etc.
The research fields of the group are:  
Shia political system (principles regarding philosophy, theology, jurisprudential foundations, history of evolution, making comparison between the Islamic system and other political systems, …)
Wilayat-e Faqih (theoretical basis, challenging theories,…)
Topics Regarding the Islamic Republic of Iran’s Government (theoretical issues, making comparison with other models, …)
Also the center’s approved research topics in 2005 are:
1. Islamic government and promoting morality
2. Islamic government and new needs regarding its basis
3. Economic conduct of authorities and officials in the Islamic government
4. The method of looking after underprivileged social groups in the Islamic government
5. Diagnostics of the Islamic government
6. Social deviations in the Islamic government
7. The position of mass media in the Islamic government
8. The position of Shia authority in the Islamic government
 9. Secularism and the Islamic government
10. Factors of Islamic government’s efficiency
11. Criteria for the government’s Islamic attributes
12. Comparative analysis between the role of people in the viewpoints of Shia Islam and of liberal democracy
13. Supervision in the Islamic Republic of Iran’s constitution
Research fields of the Assembly of Experts group are: the Assembly’s position, goals, structure, and function
Some research subjects approved by the Assembly of Experts group in 2005 are:
1. The Assembly of Experts’ jurisprudential and legal principles
2.  Qualifications of the Assembly’s members
3. Qualifications of the Supreme Leader in the constitution and the ways of vetting them
4. The Assembly of Experts and the way of verifying maintenance of the Supreme Leader’s qualifications
5. Answering questions
6. Choosing the Supreme leader’s directly or indirectly
7. Making comparative study about the methods of choosing the leader

D. Biennial Conference for Best Researches on Islamic Government
The first conference was held in 2006 aimed at:
1. Developing the culture of research which is regarded as a missed or damaged link in the chain of administrative institutions and scientific and educational centers.   
2. Creating necessary conditions for producing new works on subjects which theoretically would strengthen the Islamic Republic system and empowers the legislature, the judicature, and the administrative authorities of the country so that they can deal with theoretical and practical problems according to true basics of welayat faqih principle.    
3. Appreciating researchers in political thoughts of Islam, most of whom have sincerely devoted their days and nights to scholarly research without having any expectation and only due to their love for establishment of an Islamic government which could secure people’s livelihood and religion based on justice.
4. Finding and creating conditions for publishing useful unpublished works which already have not had the chance to be published because of financial, professional or personal problems.   
5. Finding and organizing researchers who study related subjects in “the information bank for researchers who study political thoughts of Islam”. This information bank can help seminaries and universities to fill their need for information and researchers.  
6. Collecting all the works, including weak and strong ones after each conference. This collection will be added to the center’s library for the use of researchers and students of universities and seminaries.    
It is remarkable that after the announcement for the first conference, over 400 works in forms of unpublished researches, theses, and books were sent to the secretariat of the biennial conference.
E. Conferences for Political Thoughts of Islam
The Center for Researches on Islamic Government is ready to run sessions or courses, at the request of cultural, seminary, and university centers, on subjects such as political thoughts of Islam, Islamic government, the Assembly of Experts and welayat faqih, and provide teachers, experts, and necessary texts.
It is notable that the sessions could be held at the Center for Researches on Islamic Government (in Qom) or where the center requests for the courses.
According to a statute passed in the Assembly of Experts, the secretariat runs meetings at various provinces of the country with participation of some members of the Assembly. After the province of Bushehr, the second round of the meetings was held at the province of Hormozgan in June 2006.

“The charters of the research institute” and “the Quarterly” are two of the most important options of the website which have gradually become completed and provide many sources for researchers and students. Moreover, all volumes of the scientific quarterly of Hokumat-e Islami are available via links to the quarterly’s website.
